Dean E. "Chip" Chatlain, JD*
Advanced Strategy
Chip Chatlain, JD, Director of Technical Concepts, LFD, has 35 years of experience as a tax attorney, with 28 years in the life insurance industry. Chip has a solid background in individual and corporate taxation and an understanding of the tax advantages of Lincoln’s annuity, life insurance, disability and retirement products.
Timothy S. Johnson, JD*, CRPC®
Investment Strategy
Tim is Chief Investment Strategist for Lincoln Financial Advisors / Sagemark Consulting. Specialties include fixed-income, equity allocations, alternative investments and affluent wealth management. He serves as Chairman of both the Manager Selection Committee and Investment Policy Committees. The office of the Chief Investment Strategist oversees the allocation of approximately $5 billion across several investment platforms.
Tim worked for NYSE member firms in several positions. He has held the position of manager of arbitrage trading. Tim specialized in debt, convertible and risk arbitrage analysis and trading for the firm’s principal account. He has also worked in municipal finance, arranging municipal and private-use bond issues relating to arbitrage and investment strategies in bond issue proceeds. Proceeds of these issues were generally ten million dollars and greater.
In addition, Tim served as sole portfolio manager of a registered, diversified equity mutual fund. Tim managed all aspects of the fund’s research and trading functions.
Tim received his BA in Political Science from Lipscomb University in 1981. Tim graduated from Vanderbilt University Law School in 1985. He received his Series 7 in 1982.
Barbara A. Phipps, JD*, CRPC®
Business Planning
As an attorney in the National Planning Institute of Lincoln Financial Advisors, Barb is responsible for developing, designing and implementing financial planning on a national level. Barbara focuses her practice on financial planning for closely-held businesses, advanced estate planning, charitable giving and wealth preservation strategies. Barbara is a frequent speaker and contributor to industry conferences and forums. Barbara is a graduate of the University of Delaware (BA), Wilmington University (MS) and Duquesne University School of Law. Barbara holds the FINRA Series 7, 24 and 66 registrations.
Donna L. Rowan, J.D.*, LL.M., CLU®, CHFC®
National Design/Advanced Planning Attorney
- Expertise in the areas of personal and corporate income taxation, as well as estate, gift and trust taxation. Member of the Connecticut and American Bar Associations.

Stephen M. Smith, JD*
Business Succession Planning
Stephen is the Director of Planning within Lincoln Financial Advisors. Stephen’s primary planning emphasis and expertise is estate and business succession planning. His mission is to help simplify the complexities of planning and provide effective solutions for clients. Based in the Atlanta region, Stephen also serves as a national estate and business planning resource for Lincoln Financial planners throughout the country.
Stephen received a Bachelor of Arts degree from the University of Vermont and a Juris Doctorate from John Marshall Law School.
Jeffrey P. Trombetta, CIMA®, CRPC®, CFP®
Executive Planning
Jeff has over twenty years of experience in financial planning and investment management. He specializes in financial planning for executives, including expertise in portfolio analysis, comprehensive planning and investment implementation design. His planning emphasizes in-depth client education and the creation of retirement income and modeling. Jeff’s credits include serving as a resource to Marshall Loeb on his CBS MarketWatch personal finance column. He has been a featured speaker for the Society of Financial Service Providers. He graduated with a BS in Business Administration with a concentration in Finance from the State University of New York at Binghamton.
David K. Downing
Investment Planning
Dave has been with Lincoln Financial Advisors/Sagemark Consulting since May of 2000, where he started as an intern for the financial planning department. As an intern, he was responsible for creating detailed financial plans for affluent business owners, as well as managing office operations for a satellite planning group. In 2004, Dave was asked to take on the responsibility of Investment Specialist for all of Northern Ohio. It was Dave's task to analyze investment portfolios for current and prospective clients of Lincoln representatives and make specific recommendations. Further he was in charge of keeping current with all investment trends and current market/economic conditions. Dave received a promotion to Director of Planning in 2008. Although his area of expertise is investment planning, he also has a breadth of knowledge in life, disability income, health, and long-term care insurance, as well as annuities as they are applied to retirement, financial and estate planning.
Lauren Olsen, CFP®, CLU, ChFC®, FLMI, RP®,
Insurance Analysis
Lauren Olsen began her career in the financial services industry in 1988 with a General Agency for General American and Guardian Life. She has worked in the areas of underwriting, investments, and office management with primary focus in life insurance marketing including case development and advanced underwriting.
Lauren holds an Associate of Applied Science degree in Early Childhood Education and Marketing. She earned her FLMI designation in 2000 and joined Lincoln Financial Advisors that same year as Case Design Manager in the Insurance Department. She assumed the role of Director of Insurance in 2001 and earned her CLU and ChFC designations in 2002. Lauren became a registered representative as well as earning her CFP® certification in 2003. Lauren was promoted to her current role as Director of Planning in June, 2005.
